Almost all Chief Rabbis of any country, are marginalized, some (UK) make themselves a (limited) force, some (Russia) are good fundraisers for their personal interests, one (NYC and claims of Chicago) was hired to straighten out kashrut, Ukraine has a number of CRs, I can go on. Oh, and they're all elected by their "friends"
