I think that the issue of nepotism and cronyism, in the instances when the person hired is of a comparable competency (and I'm not so naive as to think that's always the case...) might actually not be so simple. If both candidates are similar than wouldn't there be an obligation m'tzad aniei ircha kodmin to choose the relative?
As to ageism, my impression is that a significant number of menahalim, particularly of newer institutions, are from the younger crowd. It seems natural to me that somone 35 years old would feel more comfortable directing an employee closer to their own age than someone who could be their parent....
