I'm curious what you do with the pasuk from Zechariah if you say that no prophet added any halachos וְלִבָּ֞ם שָׂ֣מוּ שָׁמִ֗יר מִ֠שְּׁמוֹעַ אֶת־הַתּוֹרָ֤ה וְאֶת־הַדְּבָרִים֙ אֲשֶׁ֨ר שָׁלַ֜ח יְהוָ֤ה צְבָאוֹת֙ בְּרוּח֔וֹ בְּיַ֖ד הַנְּבִיאִ֣ים הָרִֽאשֹׁנִ֑ים וַֽיְהִי֙ קֶ֣צֶף גָּד֔וֹל מֵאֵ֖ת יְהוָ֥ה צְבָאֽוֹת׃ And they guarded their hearts from listening to the Torah and things which Hashem of Armies sent by ruach hakodesh to the neviim rishonim (first prophets)...

1.Maybe I could say that if it just said devarim but the then extranneous word "torah" must come to teach me something else. 2.I'll explain why the DH is (nebach) compelling if you promise to not censor my comment.
