Did rabbi Kaplan authorize its publication or did he just complete it without completing the editing because it seems that it's not in his typical style because it doesn't have as many footnotes and it didn't seem as polished as his other works?
He completed it the day before he died. It has no footnotes because he never got around to doing them. Clearly it was meant to be published, but in a more complete form.
